Reading Tender Files Before the Invoices Arrive
Invoice testing alone will not tell you whether a tender was honored. Start with the award memo, the signed schedule of rates, and any escalation clauses tied to commodity indexes. Only then pull POs and invoices for the same vendor.
In Taiwanese manufacturing groups we often find that purchasing kept a clean tender file while AP never received the rate sheet. Buyers improvise; invoices follow last year’s prices; nobody reconciles. A short handoff checklist between procurement and AP after each award closes that gap more effectively than another policy paragraph.
